Matthew is the Senior Vice President of Innovation at Contexture, the
umbrella organization of CORHIO and Health Current. In this role he develops
break-through innovations and new business strategies to support value-based
care delivery through state and regional partnerships.
He has served in a variety of leadership positions in state government,
specializing in policy and finance for health and human services programs. Most
recently, Matthew was Assistant Director for Finance and Data at the Arizona
Health Care Cost Containment System (AHCCCS), Arizona’s Medicaid agency,
overseeing value-based purchasing, data analytics, and financing for programs
that serve 2.2 million members with an annual budget of $18 billion. He
previously managed human services programs at the Arizona Department of
Economic Security.
In Michigan, Matthew served in the Governor’s budget office and as assistant
to the Chair of the Michigan Public Service Commission. He was also responsible
for product and market development for a Michigan-based health plan during
implementation of the Affordable Care Act.
Matthew is a 2016 Fellow of the Flinn-Brown Civic Leadership Academy, has
worked with the Mandela Washington Fellowship - Young African Leaders
Initiative since 2017, and was an embedded technical advisor for USAID to the
Nigerian Electricity Regulatory Commission in 2017 and 2018. He received his
Bachelor of Arts in Policy Theory and Social Policy from James Madison College
at Michigan State University.
